Anyway, I know he's supposed to be "brave" for doing that, but in my honest opinion, it's only brave if you're doing it on your own, and not with Tony Stark's "blessing" (and subsequent protection said blessing provides).
I see it more as coercing other heroes to reveal themselves more than as a real act of "bravery".
he could have also sold his web shooter designs to gov't contractors AND the police force. that way, even the trigger happiest of the force would've been shooting non lethal rounds at "threatening individuals".
