Capcom....or should I say Keiji Infuane who left Capcom after the fan backlash on DmC, wanted a "western" Dante to appeal to the western audience. One reason they've gone to a western dev team. Took 1 year to get an approval on Dante's design.

Just make a convincing story and make Dino a convincing character. When it's released then we'll see.

Reboot they said first. 2nd interview Re-telling the origins of Dante. Meaning still Reboot. The only confusion was with Capcom FAQS saying it's a prequel.
