From what I've seen of both of them, I definitely give my bet towards The Boss. Lady is awesome with her gun skills, but so is The Boss and on top of that The Boss has awesome close combat skills as well.

In MGS4 and the PSP game you could play in FPS mode and since 2 you could aim and shoot in FPS mode but it's mainly third person or top down. And it isn't really a shoot em up game at all, the original idea behind the series is to get through it without being seen but a lot of people find that concept too boring.
