I've contacted Ninja Theory for an interview...

The only reference that points to Dante = American is that the manual of DMC1 says he's living there. Nothing more. Nothing less.
 
Did the old DMC world have countries?
It would be a bit difficult to be American without an America to live in and Dante is officially American. So that confirms at least one and their is no reason to think that the others don't exist as well. There even seem to be a few extra ones (Fortuna and Dumary don't seem to be part of any real life country.

Not wearing a red coat and having a normal hair color might help.
Also the thing with the bigass sword might be a hindrance of integration in society. :D

Yeah, neither Dante has a nationality.
In the first game, he was just based on American action heroes and he had an American-sounding accent.

In DmC, he's based loosely on Dante from the first game. Kinda...?

Anyway, it doesn't really matter.
