Well, the general understanding is that emo people have a certain hairstyle and a certain type of dress that echoes goth, and that they are concerned with sulking around about how lame the world is, etc. It isn't about BPD, and I doubt anyone believes emos listen to metal, as those would be called metalheads and they dress differently. Well, nothing is ever just a style of fashion. Fashion is how people present themselves to the world and it does imply something about their beliefs or habits, etc. Also, I notice you said "imo," and that is the gist of the issue. We are talking about the popular conception, which you may not agree with, but you are only one person and there is no concrete way to define the term. You could find both types of emos who would describe themselves differently. If you wear emo fashion but don't exhibit those characteristics (although why you would wear the fashion and expect not to be associated with them is anyone's guess), then you may personally call it only a fashion choice, in the same way a skinhead with a swastika on his head could call that a fashion choice.
