Though it seems that Nero is somewhat family to Dante, it was never really made clear if he was the reincarnation of Vergil as in Vergil had become a part of his arm when he died, or if Nero is someone completely new family wise. That part confuses the hell out of me so I'm not sure. ):

Sanctus actually does refer to Nero as "one with the blood of Sparda" when he has the kid trapped in the statues fist. That would implicate that Nero IS related to the twins by blood, not merely infused with power.
