So Basically this new Reboot/Retelling of Devil May Cry is being compared to "Casino Royale" in that Dante will start out looking like this and as he develops in terms of how driven the story is he'll start having the look and attitude we all know and love?

That's what Capcom and Ninja Theory seem to be saying, and personally I can see it happening. It looks a bit more drastic than in Casino Royale, but it's possible for it to turn out just as great as CR did (IMO at least).
