It's likely to come from the costume pack DLC, which is a pre-order bonus for PC. I'm sure details on the DLC's release date will be revealed soon.

From what I've seen, you buy it.
Unless if you have to go through the entire game, achieving everything possible in order to get the DMC3 costume.

IGN is doing that live stream today at 3:30 eastern time for me. With everything in the game unlocked. I am gonna watch just to see if someone ask them how to unlock the DMC3 skin.
