Tim Phillipps has a very... generic voice, but comparing a clip from him acting (with an American accent) with the beginning of the TGS trailer, it seems like they're the same voice.

Just find The Fight, Escape, or the TGS trailer.

Their cheeks, eye shape, nosebridge, eyebrows, jaws, and chins are almost the same.
