Yes, he is doing God's work. His "God" is the Mundus - the guy who said to Dante "you don't **** with a god" in TGS2011 trailer. Mundus is the god of underworld.
I thought Hades was the Underworld God?...

yes, Mundus (fallen angel) is the God of the underworld. close to ChristianityNot in DMC.
fallen angel is demon. The design of Mundus is based on Lucifer.Mundus is not a fallen angel. He is a demon, check the DMC1 booklet.
Besides, Mundus isn't the God of this world. Seemingly, there's this entity called Malice that controls Limbo and causes the city to try to kill Dante.
Would that be why everything kind of goes distorted around him when demons come out to play?...
I think he's really on the side of the angels. He seems to know something that the general population doesn't know. What if he knows about the demons? Maybe he thinks Dante's really on his side and is using whatever he can for the population to throw him down.
Who says the angels have to be the good guys?
There can be a grey area, you know. Sparda was a demon, but he was a good guy, wasn't he?Because the Demons are the bad guys. Angels, since they aren't moral in DmC, would at least be neutral.

Good, then. Makes him a good guy, doesn't it? He wasn't like Mundus, who wanted to kill humans because they're puny. He saved the humans out of pity, and that makes him good. Again, the grey area.He only saved us out of pity (according to DMC1), so who knows.

If I look at a spider, I see it as weak. Now, that spider is trying to find a good place to nest. And I squish it. To the spider population, I'm evil. But the person who helps it out of pity (those animal lovers)--to them--is good. It is a perceived goodness, which is something that many writers (including me) try to use instead the regular "It's good because it's right!"Pity doesn't make good, it only means he saw us as weak, not because he thought it was right.
