No. Pandora is a Fire Arm.

Devil Arms are Rebellion, Yamoto, Giglamesh, Lucifer, Red Queen etc etc...

Weapons have always been split into those elements...

Firearms (projectile), Devil Arms (melee incl. Lucifer) and Style
