The problem with Dante is that he's already conquered the Demon King Mundus and so nothing else really poses a challenge for him. His presence in 4 was just to clean up after Nero's mess, he didn't really need to be in the story other than to provide a conflict in the first act.
Nero is more malleable, but most of his importance ties back to Sparda and that really disappointed me as I was initially excited when I first saw him.
