I think he means, Satan and such.
But the whole question is rather invalid, since we see 'Lucifer' (Devil's Name) as a Devil Arm in DMC4.
But if someone had to be the devil, that would be Mundus' father..

Yup, I was right then. The Devil was Mundus' father but since he killed him, now Mundus is the 'Devil'.

Sparda isnt the Devil, however i believe he was probably 4th most powerfullest demon at the time. If he was the ruler he would'nt of had pity for the humans. Devils are suppose to be heartless monsters that possess strong power.

In any case Sparda isn't the king of hell but he's probably more powerful considering what he did to Mundus.
