Well yeah after he awoken his powers. But it was said that Sephiroth has never fought in a fight at 100% and that he wasn't able to or something like that.

Genesis couldn't match Sephiroth because he had a degradation which halted his powers. In the end of Dirge of Cerberus, Genesis holds no deterioration signs.

Although he was in a bad condition, he fought like a true last boss in Crisis Core, which means his powers are at Sephiroth's level.
