I think anyone can follow anyone. But two people have to be following each other, for anything like that to be a concern. People you don't follow can't post or whatever on your page. Not sure if everyone sees everything just yet, but this was the best answer I could muster. Sorry aka >_>

As has been said you can change your privacy settings to govern who can see what.
