Maybe vergil has lost his powers and he is working on getting them back while Dante fights Mundus
 
It's very likely to be Vergil, just the way his hair is slicked back yet looks like it may be somewhat spiky when the mask is removed. Also, note how behind the Masked Man and jagging all round him is a pale, blue light, Vergil's colour scheme obviously being Cold Blue as opposed to Dante's hot-headed Red.

His hair being a Virgin blonde may be a sign that Vergil has fully mastered his Supernatural Heritage, or perhaps it could be that Vergil is more Angelic whilst Dante is more Demonic.

off topic- can a girl be considered a brony?

on topic- Vergil has a 95% chance of appearing as the masked dude while Nero has 5% chance. I said nero just to be devil's advocate and besides we have no idea where NT stands as fans of the old series.

its probably not sparda tho.
