He doesn't even try to lessen the destruction and save the city. He battles Zod with complete disregard for public safety. And killing Zod, he should have to face a situation where his ultimate moral ideal should be sacrificed, if only he had ideals to sacrifice.

True he disregarded public safety. But he DID save the city nonetheless. The world, actually.

Also, he does have ideals despite the crap papa Kent told him. He had to choose: Zod, the last of his species, or that family, from the planet that is his actual home. He chose to sacrifice his entire kin for humanity.

That family he wanted to save represented humanity as a whole. If Zod lived, the world would have never been safe. He knew it and decided to sacrifice the future of his species for it.

But its not like he could exactly help it. He couldn't stop all the buildings falling and all that because he had to fight for his life and to protect humanity as a planet.
