I heard that Capcom retconned Gilver to be a prototype Nelo Angelo instead of Vergil in disguise because it was incongruous to Vergil's character. Not entirely. In the novel, there isn’t any clue about Gilver, only some Proto Angelos, all of which ended in failure when they tried to kill Tony. After that, Mundus stopped the raids against Tony because he realized it was a waste of time.
