Experts were taken to acquire such information. That's all I know. But, It's really impressive, there are experts for such stuff.
Things such as power levels, skills and such were taken in consideration.
In fact, Sephiroth is considered the best villain on video game history.
There were Dante, Vergil, Sparda (DMC), Master Chief (Halo), Cloud Strife, Sephiroth, Vincent Valentine, Zack Fair (FF VII) and some others...
Seriously, you know why Sephiroth won only once?!
He was introduced for the first time, won, and people were afraid of putting him there, because he'd make consecutive wins, so they just took him off the list, for being too godly.

I didn't take It personally, but your points on Vergil don't stand. In fact, no character in the video game history till now, can defeat Sephiroth. it has been proven on all gaming forums, before us.
