Well that is because it was the third time the series switched hands and it seemed to be the best hands after that of Kamiya's team...but...[manly voice]he was already fired.Before DMC3 Kobayashi's team developed Sengoku Basara[Devil Kings] so you can imagine why DMC3 turned like that...But DMC1 was never supposed to have a sequel,that's why some elements were screwed up.

Actually, that one is under total control of LOW, mainly becaouse of the fact that he is also Jak the Reaper. LOW is the only one who can access it as well as get people out. It is also not a universe. It is a void. Litterally. Also, there are only 2 others with as much power as LOW.
Yeah. LOW has enough power to create and destroy universes. If Corbenik is almost as powerful as LOW, then he would be a serious threat. -
