Complaints don't work but car towing always gets the attention. I must have had about 8 residents' cars towed in my time living on a council estate. Became something of a hobby of mine. It's amazing what you can do, legally, to other people to make them behave themselves...

I suggest cutting his power. Certainly quicker than making a complaint about noise nuisance...either that or get something of his taken away. I had noisy neighbours and they wouldn't shut up so I got their car towed I'm nice like that...
