You know you could keep everyone's rep bars the same, but perhaps reset their rep count "If possible" that way we still keep our bars, but we all have equal rep and perhaps rep can be something only mods can give out instead of us "So it's like you rewarding us for our maturity .etc." Therefore no spamming the rep feature, and rep would mean something.

Yeah, if people believe you or not is entirely up to them. Just knowing yourself that you are not lying is a good thing. Whether they trust what you say is an entirely different thing. You may have a best pal, but he/she may not believe everything you tell them...It's just about trust and understanding. People can't say they believe something if they haven't seen it for themselves I suppose. But to disagree is to say that you have no trust in what they are saying, and you don't want to hurt anybody's feelings. But as long as you tell them truthfully that you don't believe them, then that is better than lying to them I guess.
