What exactly is Pandora?

I'm not certain if Pandora is exactly a devil arm... for sure it's not a normal gun.

Because of it's gun-like proprieties it's put in guns section but I consider the possibility for it to be a devil arm Because:
1) It was powering the mini-gate, and only a DA could do that
2) Dante absorbed it and it became a weapon
3) Could be the soul of Pandora from Greek Mythology(the goddes who made Pandora's Box)

What do you guys think?

An item if opened would :

release all the evils of mankind— greed, vanity, slander, envy, pining— leaving only hope inside once she had closed it again

Pandora in DMC4 is a version of this...although i assume, in the hands of a powerful Devil like Dante - the powers within can be manipulated into weaponary...

It has six hundred and sixty six (666) forms...although less than 20 are available ingame...which sucks! >.<! I wanted a scythe!
