If you're just starting doing that, I suggest the Polygonal Lasso tool, and after you feel more comfortable with cutting images out in general, I'd work up to the Pen tool since it's pretty precise and such.

Also, this may seem dumb but you'd be surprised how many newbies I've seen that get confused by it. Make sure whatever pic you're going to cut out, that the layer it is on isn't 'locked'. (You know, if the layer you're on says 'Background' and there's a little 'lock' symbol there, double click it, name it whatever you want and unlock it)

There was this dude that kept telling me no matter how much he cut, that after he cut it wasn't transparent, so he finally sent me a screencap of what he was doing and I was like, "Oh, uh, dude..." xDD
