Now that I got your attention lets talk about the Masked Man.

Question #1. If the Masked man is Vergil why doesn't he fight against Mundus or get involved in the fighting like Dante?

Question #2 Before he had Dante, how did the Masked Man fight against the demons?

As for your questions, I'll give them a shot.

1) Assuming the Masked Man is Vergil, He likely doesn't engage in any form of direct combat with Mundus or his minions as I believe the one thing The Order has over the Demons is anonymity -- the Demons have no clue who they are or where they're located, hence the Mask and doctored voice of the mystery speaker. This cover makes for the perfect surprise attack or any other covert operations they may have planned. "Mundus doesn't know I exist".

2) From what We can assume, before Dante became a prime asset of The Order, they likely used exposure as a means of hurting the Demons; Telling the truth. Exposing them for what they really are; Genocidal Control freak Monsters who want to play God with our lives at our expense. "Your Cameras watch us, Your Media brainwash us, Your drinks poison us, and Your banking system enslaves us".

Concerning your second answer, The Masked Man is just jealous because he doesn't have a bank account lol.

I believe he's Vergil and he is more or less as powerful as Dante, but never wanted to resort to violence to get his job done unless someone else was taking care of the rough-and-tumble stuff.

If it's not Vergil,

1) Color me surprised.
2) It's another character central to the classic DMC universe, who may or may not inevitably betray the order.

A #1: Someone has to lead the ressistance force. And that masked guy is him. If that masked guy (if he is Vergil) rushes to Mundus he will be gambling his life and the humans.

A #2: Kat and others made graffiti paintings with eyes trying to send a message to humans. They used their way of telling people "Demons are controlling the world wake up!".
They can\t take on powerful demons by themself, therefor they probably hid and waited for right time when they were many.

Think of the story similar to Matrix story.
 
well if you look at it metaphorically we are "unmasking" him creatively.

i dont know about you but i think that if Vergil IS the masked man then hes got something planned. hes probably hiding his identity from the order especially dante. as people would ask "hey boss how comes you looks like that Dante but with white hair?". i think hes doing this because hes already mastered his inner demon/ angel powers which is why his hair is white and is using the order to attain more power.

b4 dante is think the order worked through sabotage, using psychics like Kat and hacking skills they show in the trailer, they probably are able to find out what demons and sabotage them. eg id demons are attacking a carnival they threaten that theyll plant a bomb so noone goes. if demons sell verility they burn down factories etc. however i dont think it was that effective as the demons only seemed to see them as an inconvinence b4 they got Dante
 
Vergil probably doesn't want to be found. Dante doesn't care, so Vergil is using him as his "secret weapon" against the demons. Vergil needs to remain anonymous to keep his Order intact. If the leader is anonymous, then most likely the group is as well.
