Luca Ward, historical Italian voice actor for Sam Fisher (and various Hollywood actors), was live yesterday on Multiplayer.it's Twitch and in an interview, he said that Ubisoft is indeed making a new Splinter Cell.
He said that it was supposed to come out this year, but because of the Covid situation the project was halted, unlike other games he's working on like Cyberpunk 2077 (he voices Johnny Silverhand, being the "official" VA for Keanu Reeves), and should come out in 2021, stating that "the return of Splinter Cell is a fact".

I'm for one to be happy about this on one side, but on the other hand, I'm SO afraid Ubisoft will turn this into yet another open world drag filled with... *cough* "time savers" and all kinds of microtransactions... Happy but wary.
