I've never had the pleasure of playing the suffering, so i cant honestly say they do look similar. But by the concept art you posted, they both look like disturbing demonic creatures. The baby when i first saw it reminded me of the flying head babies in bayonetta. And the Mini boss reminded me of Roach from heavenly sword.
