I'm also not sure about his relation to Nero Angelo, but that name means ''black angel'', so yeah, black.
Some things do point to Nero being connected to Vergil, anyway. Mainly when he grips Yamato. His Devil Trigger's blue, due to Vergil's soul being inside Yamato, I guess.
I always liked to think that Nero's name was meant to reference the roman emperor. Though he may be powerful, madness may overtake him one day and cause the grand downfall of something...such as becoming the next Nelo Angelo...
