I think it might be changing with Bioshock. Levine did a good interview where he seemed to get a bit annoyed at the interviewer because he kept talking about how Elizabeth dressed (too much chest showing) so Levine said something like 'if all you can talk about when you see Elizabeth is what she wears and how much chest she is showing, it says more about you than us.' He said it was like perving over your sister, especially after playing the game with Elizabeth by your side. He said he wanted to make her a real character who helps out, who doesn't need protecting. Lilith is like a good example of what not to be as a woman. Don't mutilate youself with plastic surgery to try and catch men, don't pretend to like a guy for power and don't trap him with a baby because he will never love you. Also, don't bend over a table...it's not a pretty sight.Pretty much, and at least in Kat's case, she's not hanging out of her top, while Lilith is essentially a parody of too much plastic surgery.
