It's called a turn based battle system which was popular by the time FF was released. It has that system because it's AWESOME in an another way than just fast paced action and it made you think and use strategy to beat your opponent.

It's not weird though, maybe different to you, but not weird.
 
Someone need help! Come on I sunk 100 hours and counting into FFXIII. So ask!:lol:
