Possibly Satan intentionally let Mundus take over the throne as a means to further with his plans in ruling mankind and for Sparda to escape.
I thought Mundus was supposed to be DmC's version of Satan anyway? There's something in the DMC wiki about Mundus' 3 eyes being an allusion to Satan's 3 heads in the Divine Comedy, and the Mundus' wings being an allusion to Satan being a fallen angel. I guess in DmC, the wings of Mundus' tower would allude to that, or that feather in his jacket.Nah. I kind of feel that making the father of all evils the big bad of the game, would be taking the easy way out, in a cliche manner.
Well it could go like this really: In the past, it was Lucifer who was the true Emperor of Hell, whilst Satan was the King of Hell and ruled it along with him. According to Berial, there are several different places of Hell, so there are other sections in Hell where other Demon Lords rule. And they are not just Lords most likely, some are Dukes, Princes, Counts, and so forth.
Lucifer is the leader of the Seven Princes of Hell, whom are a representation of the Seven Deadly Sins. I know in the Manga, Dante and Vergil defeated some, and they could be regarded as the Seven Princes of Hell, but they could possibly be mere manifestations of the sins themselves, and due to their twisted angelic appearance it is further evidence that they were fallen angels. The Seven Princes that is. Mundus could be seen as Lucifer's creation, however, since he was his creation, he too was corrupted with Pride like Lucifer. And so, Mundus decided to 'dethrone' Lucifer and rule Hell itself and take the title for Pride. Thus he is the current head of the Seven Princes of Hell. Or there could also be one where Mundus was once an angel and fell along with Lucifer.
The Seven Princes of Hell are also the main demon lords. They were among the first to be created alongside other demons whom are fallen angels. There could also be this theory of which that, before Mundus dethroned Lucifer, the Seven Demons created the first Hell Gates for the demons to enter and corrupt the world. After Sparda defeated Mundus, he went after the other Princes of Hell to defeat them and seal off the main Hell Gates. Although, the most difficult one would be Satan himself. I can't imagine how Sparda would fare against Lucifer himself.

And seeing that Vergil's useful as you said, he would be disguised as a demon helping Vergil trying to escape. Let's say that in order to escape, he would have to kill the Seven Princes of Hell, and use their blood for Yamato to absorb, having enough energy to open a dimensional portal to escape the Demon World. And the reason that it's the Seven Princes of Hell is because also, in the past, when Sparda was fighting and defeated them, he used a binding spell on the Seven Hell Lords, Mundus included since he's one of them, and sealing them completely along with the Demon World.
However, Vergil wasn't aware that by killing them, it also means releasing Lucifer from his prison, and put all of Hell on Earth. Satan of course would pretend to be killed, and being in league with Lucifer the whole time, faking his death.
