Capcom are the creators, therefore have ultimate control over Devil May Cry. So yes, it was their wish to hand the project over to Ninja Theory. It is both Capcom and NT who have made Dante become what we are witnessing now.

From what I've read and heard from the various interviews, Capcom wanted Ninja Theory to make Dante look as far from his original looks as possible, and then Capcom would slowly guide the design into the right direction. And the result is what we see in the trailer. ^^
