Is costume dlc required for custom skins?

Pretty simple question. Is it required for the vast majority of if not all custom skins in the PC version?

for the regular custom skins yes for the modded ones no

I got one to work, so as I figured it would work with the skins that replace the "Standard" outfit unlocked at the end of the game. Too bad most of the mods don't specify which outfit they replace.
