How to check FPS? DmC PC

Anyone know how to check the games FPS? I went through the Graphics Settings and and the closest thing to FPS is the refresh rate which is at 60. Also should I turn V-sync on or off?

V sync limits your framerates to your monitors refresh rate , if you disables it, it will give you more fps, but screen tearing may occur. You can check your game's framerate by using fraps.
