Enemy Behavior Discussion

I honestly don't know if this is the right place to post this but I'm doing it here because I have this feeling that modders may have a better grasp at how the enemies work.

For example, we have enemies like Angelo Agnus, who can be stunned for a Buster.

But what determines how often or how soon will Agnus enter stun mode and how much damage does it take?
Is there some sort of invisible "stun gauge" we're not seeing?

I don't know s*** about programming, so hopefully any explanation are easy to understand for average people.
