The costume he is talking about... the way it works is that you don't drain your devil trigger meter when in devil form, but using trigger draining abilities like Quicksilver and Doppleganger will still take DT orbs away.

The last costume prevents draining all together. Completely infinite (pretty much god mode. Vergil in Perma-DT is like the easiest thing ever)
