Any huge difference between High and Super High on PC?

I can get High settings with no anti-aliasing to run at about 30 FPS, but not anything higher. (my computer is kind of old...)

Do you think I should just wait till I get a newer one? Or there's not that much difference between High and Super High?
 
Textures are just backgrounds and stuff like that right?

Do you by any chance have comparison pic? I googled but didn't find much. :(
 
Textures are... everything that covers a 3D model. Basically they are what make a game look crisp or not.
