I remember watching that. And no, probably not. It's probably just a further example of how anyone can be Batman, and also strike just as much fear into their enemies like Bruce did.
Eeeeehh I dunno if I buy that, LOD. The effects shown when he flies against those thugs are the same as the ones that a fear toxin victim has when the gas is inhaled.
I think it is Fear Toxin. Because of what he said to Selina was that the city needs something stronger to protector then what Bruce can be, and that's pretty much be Batman full time and no Bruce Wayne. Using the fear toxin is probably used to keep the superstitious criminals in line.
I always thought the fear didn't come from the toxin, but from the minds of the criminals. Like B-man's presence is scarier than the toxin and has a similar effect. Otherwise, I agree with DM about the Batman full time thing.
Keep in mind, we also don't know how long it's been since the end of AK in that little scene specifically and if B-man's been seen since Knightfall Protocol was enacted. If that was the first time in a long while, for instance if Bats was a no-show the entire time Tim and Babs were engaged, then it makes sense that they would be thrown off at first until they realized that, yes, this is Batman
