Not many people have the power of will and power of love that she possesses. Everyone else would have rejected Nero instantly for being part demon, she embraced him as the kind man he really is.
Man, "Kyrie" and "badass" can only stay in the same phrase if "is not" is between them.
She's a damsel in distress the whole game, waiting for someone to save her.
People manipulate her, kidnap her, use her, and she just passively gets all that.
Kyrie is very, very weak, physically, personality wise, and as a character as a whole.
She is badass to accept Nero, despite the whole island being under demons are evil mentality (the fact they worship a demon and have turned themselves into demons falls under delusion). She doesn't need to rip spines out to be badass, she instead overcomes the prejudice and fear, even if that means she might be exiled or at least severely shunned by people. Badass is the state of mind, not the state of body.
The only thing REMOTELY close to badass she does is when she goes to save that kid, but even then, damsel in distress. Nero has to intervene to save them both.
Yes, she is physically weak as a human that didn't actively train to fight, but to deny the impact she has cause she ain't smacking demons left and right? DMC already had three women doing that, characters like Eva, Patty and Kyrie were instead there to show the strength of heart, humanity in it's purest form. It's called diversity, not everyone needs to swing a sword or pull a trigger to be a strong character.
Tough is not just physically tough, in fact it mostly comes from the power of will. But scroll a tiny bit lower on that definition page...

Jumping to shield the child with her own body? Impressive. Accepting Nero despite him being a demon? Impressive.
