I doubt it.
He does has the resources, but he wont have the time to create a mechanism to change his form in the little time.
I would say that after Romeus falls on the chair he plays silent, and as Enden exits the room, gears and several stuff on the room start making his new body.
When Endes report to the main core(humanoid dragon) she says it is strange cause she gets lectures of hight energy coming close to Endes.
