The agent that attacked Kian is named Abbachio. He's one of the elite agents in the mafia, and his Stand is Moody Blues. Moody Blues is able to allow a person to see any point in time as long as a date and time is given.

Just so you know, Kian has noble goals and he really just wants to take control of the mafia to make Italy a better place. But to do that, he has to get in and stealthily kill one of the leaders. Specifically the one that controls the Stand user division.
