Lost souls only add to your mission complete bonus. Weapons are most likely obtained through bosses.I'm pretty certain that there will be an arsenal of weapons at the Order's HQ that you'll have to unlock to get. Maybe the lost souls have something to do with it.
The charge shot actually shoots a large arcing bullet so its different from Nero's, only the animation is somewhat similar since the shots both have a kick to em.Looks like the Blue Rose to me. And the charge shot looks like Nero's charge shot too
