Dante seems to be some sort of involuntary consultant for the Order, who, in my theory, is a group of "rebels" fighting against the demonically influenced gouvernment (e.g.: Limbo and it's inhabitants themselves). They are hunted as terrorists, because, like Dante, they create mayhem in Limbo, which is reflected by similiar happenings in the real world.
Dislocating the ferris wheel from it's anchor in Limbo, sent it flying in the real world, too.
So, they ARE actually causing a lot of destruction, even when they don't want to.
Not nesseraly. Terrorist does not imply a group but rather what said people do. When you talk about terrorist in general it could encompass any number of factions to all terrorist or even a single one.Remember, Bob Barbas said that Dante is "the worst" of the "terrorists". Meaning, he has to be pretty high up in the Order.
That also makes me wonder, What if at the end of the gamw, White hair red coat and all, Dante rides on a highway like this
And his cellphone rings and he answers it with "Devil may Cry" and the back of his motorcycle says "Devil May Cry" on the seat as he drives off into the distance and the world starts to become limbo as he does.
That be a cool ending in my opinion. His work is traveling around the world on a motorbike, killing demons as he rides.

What if Dante does destroy the order, not because they were evil, but because their methods were putting regular people at risk too. causing Dante go go off alone and be known as "Devil may Cry".
