Tech Support (Reason why i havent been on lately..)

Anyone good with computers? Im good with progs. but not initial start-ups.

I've had to re-install windows because a file went missing out of nowhere (necessary for windows to run) so after I re-installed it, the next day....
It was gone again.

You guys have any idea on how to fix this?

I havent been able to do practically anything because of this.
