.NET Framework 4.0 Error

Everything has successfully installed and I have reinstalled this game a variety of times. No matter what I do I always get this error:

"To run this application, you first must install one of the following versions of the .NET Framework:
v4.030319
Contact your application publisher for instructions about obtaining the appropriate version of the .NET Framework."

I have done everything in the books. I have reinstalled .NET Framework, used the Repair service, reinstalled DirectX 9.0 (all from Microsoft's official site), turned off Firewall and all my Antivirus programs, uninstalled Google Chrome, I even watched a step by step video on YouTube in order to download a new "mscoree.dll" and when I go into properties my newly installed version is "4.0.40305.0"(formerly it was version 2.0). I don't understand this, nor do I even get why .NET Framework is so important for this particular game? I play Far Cry 3, StarCraft II, WoW, Guild Wars 2, Path of Exile, Diablo 3, Bioshock Infinite, Tomb Raider, Assassin's Creed (1, 2 and 3), Slender: The Arrival all flawlessly with no problems at all. I have been stuck on this for 5 days and have tried everything. Just look anywhere online and you will find that many people are struggling with this issue and for me to see that there aren't even any stickies resolving this problem is a big issue in my eyes.Ultimately, I'm going to have to return this game if I can't find a fix. This is absolutely unacceptable.
