The things I think of when I have a headache. This happened to pop into my head earlier and I'm surprised I didn't think of it before.
I'm sure you can all remember having to save Kat and Vergil several times in one mission and how it didn't seem right that Dante would be slowing time, or Mundus would give Dante a chance to save the people he cared about by slowing it for him. If you look at it from the point of view of the people that are slowing down, time hasn't changed. Instead, Dante is moving faster. In Dante's POV everyone has slowed down and he's still moving at normal speed.
My theory is that, because Dante is afraid for Kat and Vergil, he actually speeds up faster than normal. This is supported by the fact that it only happens when they are in danger. You can probably find stories about people who were able to accomplish amazing feats because a loved one was trapped. That's the same concept here. The wave you see is likely just to let you know it's coming.
If I remember right, such occurrences were explained as a burst of adrenaline which gave a person super-human strength. There's nothing that says Dante couldn't have had the same occurrence.
It's either that or Dante is immune to Mundus slowing time, which, when you think of how many times it happened, didn't make sense. I don't think Mundus would have tried so many times if he saw it didn't affect Dante the first time.
Anyway, that's my theory on it. You can share your own, agree, disagree. I just thought I'd share this since it was one of the main things that fans really questioned about the game.
