A little while back, there was someone who worked on DmC on this foum. They said about angels not wanting to get involved in the humand world because they didn't want to interfere and mess things up even more than demons had.

the Angels did not want to disturb the balance, unlike the demons who wanted to take full control of the human world. I thought that after the demon world collapsed and merged with the human world, rifts would start to open to the angel world and it will too become unstable. The angel world could collapse as well.
