How comes Dante could kill Kat but not the police?

During the intro mission Kat says that if Dante shoots his gun in Limbo to where she faces he will kill her, but during the raid he seems helpless? I was thinking maybe it's because she can talk to him whilst he's in Limbo being a medium but then I thought if that's true how comes he can't kill the police when he can see them as clearly as her?

I'm probably over thinking this.

Kat projects part of herself into Limbo, so if she's shot then she's dead. As for the police, they're like shadows. He can see them, but they are unable to project themselves so Dante can't kill them. The most he can do is rely on Kat and her magic paint to enable him to manipulate the real world.
I think that's right. Anyone want to jump in?

Kat kinda of phases her soul inside of limbo so she can see inside of it and talk to dante. The spectre of Kat that dante see is quite more clear than the ones of the police because of that.
Since part of her soul (or her entire soul or anything like that) is phased in limbo, Kat is vulnerable to dante's weapons, but there is still only so much interaction that can go between then both.
