Nero being not powerful himself or not being in the same power level as the Devil Bringer demon, can only project a ghost while Devil Triggering.

However, If Nero is used in other Devil May Cry games, most likely he will, his Devil Trigger could become corporeal - in other words - we can see that ghost become real.
