I looked it up a little, the only rumors I see is that The Elder Scrolls V: Skyrim with use an all-new engine.

Not even a single word on them taking out races. Whoever saying that is just messing with you. It would be up everywhere then, Oblivion got the "Game of the Year" award and it's sequel is good news to everyone. I don't think any game reviewing company would like to miss that kind of news.
